A First 1000 Days Learning System

A call for the development of ‘learning systems’ has emerged in recent years in response to increasing recognition of the limitations of our current public management system to be able to deliver better outcomes. But what is a learning system and how do they work?

This report provides an overview of our consolidated learnings about the key aspects of a learning system, based on TSI/The Lab’s experience to date in supporting teams to make shifts towards more whānau centred and locally led ways of working, through a learning approach. 

We have distilled a set of principles, core components, practices and enabling conditions that have emerged as important through our work together as learning partner with a range of government and non-government organisations. These ways of working can help create two-way accountability between central government decision makers and the people and communities they serve.
